Jessica Pulay named president of the Wallace Collection


Jessica Pulay

Jessica Pulay has 35 years of finance experience in both the public and private sectors, specializing in government and supranational capital market financing. She has been co-head of policy and markets at the UK Debt Management Office (DMO) since 2015 and is an executive member of its advisory board. She is responsible for UK government debt issuance and cash management, as well as policy, research and business operations.

Prior to joining the DMO, Jessica spent 16 years at the European Bank for Reconstruction and Development (EBRD) in London, where she was Deputy Head of Finance. Earlier in her career, she was an executive director at Morgan Stanley and Goldman Sachs and a managing director at Deutsche Bank.

Jessica’s commitment to the arts and education includes an eight-year term as Trustee of The Wallace Collection (2013-2021), where she chaired the Audit Committee. She currently sits on the board of ENO and was a board member of the Arts Foundation.

Jessica has previously served on several other charity boards and is a board member of the International Finance Facility for Immunization (IFFIm), funding Gavi, the Vaccine Alliance. Following her experience during the 2004 Asian Tsunami, Jessica helped establish the Rawatha Orphanage in Sri Lanka.

Remuneration and Governance Code

Trustees of the Wallace Collection are unpaid. Schedule 4 of the Museums and Galleries Act 1992 states that ‘the board shall consist of at least six members (referred to in this schedule as ‘trustees’) who shall be appointed by the Prime Minister; and the trustees appoint one of them to be chairman”. This appointment was made in accordance with the decision of the Cabinet Office Governance Code for Public Appointments. The appointment process is governed by the Public Appointments Commissioner. Under the Code, any significant political activity undertaken by an appointee within the past five years must be disclosed. This is defined to include holding office, speaking in public, making a recordable donation, or running for office. Jessica Pulay has declared no such activity.
